Statement on the release of the Canadian Statistics Advisory Council's annual report

Today, the Canadian Statistics Advisory Council released its fourth annual report: The Way Forward: Addressing Challenges Facing the National Statistical System. The 2023 report examines emerging data practices that are shaping the statistical system, as well as the opportunities and barriers around new data sources.

The Council, which is independent, has a mandate to advise the Minister of Innovation, Science and Industry and the Chief Statistician of Canada in a transparent manner on any question that either of them has referred to the Council on the overall quality of the national statistical system.

Statistics Canada will study the Council's report recommendations and incorporate them in the agency's modernization efforts to meet the evolving needs of Canadians in a rapidly changing society.

I am grateful to the Council's chair, Dr. Howard Ramos, and to the Council members, Annette Hester, Dr. Benoit Dostie, David Chaundy and Jan Kestle, for contributing their time and expertise to advise on ways to strengthen Canada's world-class statistical system throughout the year. I also want to congratulate Dr. Céline Le Bourdais on her recent retirement, for an impactful career, and for her engagement and contributions as a Council member the past few years.

The Council's 2023 report builds on its previous reports, which looked at the importance of having timely, consistent and disaggregated data; the need for new types of partnerships and data coordination; and principles for the development of a national statistical system to address critical data needs.

2024 Monthly Dairy Factory Production and Stocks Survey

Why do we conduct this survey?

The purpose of this survey is to produce monthly statistics on production and stocks of various dairy products and sales of fluid milk and cream from dairy processors in Canada.

The information is grouped with other dairy statistics to provide valuable information for milk marketing agencies, farmers and processor associations, and government departments.

Your information may also be used by Statistics Canada for other statistical and research purposes.

Your participation in this survey is required under the authority of the Statistics Act.

Data are collected under the authority of the Statistics Act, Revised Statutes of Canada, 1985, Chapter S-19.

Confidentiality

By law, Statistics Canada is prohibited from releasing any information it collects that could identify any person, business, or organization, unless consent has been given by the respondent, or as permitted by the Statistics Act. Statistics Canada will use the information from this survey for statistical purposes only.

Data-sharing agreements

To reduce respondent burden, Statistics Canada has entered into data-sharing agreements with provincial and territorial statistical agencies and other government organizations, which have agreed to keep the data confidential and use them only for statistical purposes. Statistics Canada will only share data from this survey with those organizations that have demonstrated a requirement to use the data.

Section 11 of the Statistics Act provides for the sharing of information with provincial and territorial statistical agencies that meet certain conditions. These agencies must have the legislative authority to collect the same information, on a mandatory basis, and the legislation must provide substantially the same provisions for confidentiality and penalties for disclosure of confidential information as the Statistics Act. Commercial Stocks of the Major Special Crops Survey - 2023-2024

Why are we conducting this survey?

The purpose of this survey is to collect reliable and timely information on special crops. Results from this survey are used to:

  • validate crop production such as farm stock and marketing data, and
  • calculate the contribution of the special crops sector to the Canadian economy.

The Canadian Special Crops Association, Pulse Canada and federal and provincial governments, such as Agriculture and Agri-Food Canada use this information for establishing programs and policies.

I am pleased to present Statistics Canada's report on fees for 2022–23.

Statistics Canada reports to the Minister of Innovation, Science and Industry. Its mandate is to produce data that help Canadians better understand their country - its population, resources, economy, environment, society and culture. As Canada's central statistical office, Statistics Canada is legislated to serve this function for Canada and each of the provinces and territories. The agency must also conduct the Census of Population and the Census of Agriculture every five years, providing a detailed picture of Canadian society. Statistics Canada operates under the authority of the Statistics Act and is committed to protecting the confidentiality and privacy of the information it is entrusted with.

As part of the Innovation, Science and Economic Development portfolio, Statistics Canada has the authority to collect fees set by contract from external clients for cost-recovered statistical services.

I welcome the increased transparency and oversight that the Service Fees Act's reporting regime embodies.

About this report

This report, which is tabled under section 20 of the Service Fees Act, the Low‑Materiality Fees Regulations, and subsection 4.2.8 of the Treasury Board Directive on Charging and Special Financial Authorities, contains information about the fees Statistics Canada had the authority to set in fiscal year 2022–23.

The report covers fees that are subject to the Service Fees Act.

For reporting purposes, fees are categorized by fee-setting mechanism. There are three mechanisms:

  1. Act, regulation or fees notice
    The authority to set these fees is delegated to a department, minister or Governor in Council pursuant to an act of Parliament.
  2. Contract
    Ministers have the authority to enter into contracts, which are usually negotiated between the minister and an individual or organization, and which cover fees and other terms and conditions. In some cases, that authority may also be provided by an act of Parliament.
  3. Market rate or auction
    The authority to set these fees is pursuant to an act of Parliament or a regulation, and the minister, department or Governor in Council has no control over the fee amount.

Statistics Canada does not set fees by act, regulation, fees notice, market rate or auction. This report therefore only covers fees set by contract and provides total revenue and costs only.

Although the fees Statistics Canada charges under the Access to Information Act were subject to the Service Fees Act, they are not included in this report. Information on Statistics Canada's access to information fees for 2022–23 is in our annual report to Parliament on the administration of the Access to Information Act: Corporate Management Reporting.

Remissions

In 2022–23, Statistics Canada was not subject to the requirements in section 7 of the Service Fees Act and had no authority to remit, so this report does not include remission amounts.

Forage Seed Usage Survey - 2023

Introduction

Purpose

This survey collects data to better evaluate trends in the usage of forage seed varieties.

Authority

This information is collected under the authority of the Statistics Act, Revised Statutes of Canada, 1985, Chapter S-19.

Although voluntary, your participation is important so that the information collected is as accurate and complete as possible.

Purpose

The survey collects data on forage seed shipped during the year. Seed trade and professional associations use the data to better evaluate trends in forage seed usage and to conduct market share analysis.

Your information may also be used by Statistics Canada for other statistical and research purposes.

Commercial Stocks of Corn and Soybeans Survey: Industrial users 2023-2024

Why do we conduct this survey?

The purpose of this survey is to collect data on commercial stocks of raw unprocessed corn for grain, and soybeans, stored in your operation's elevators. This survey gathers information on stocks intended for use by your operation or intended for sale to grain or oilseed processing operations for human or animal consumption or for industrial use.

The estimates produced will be used in national supply-disposition analyses to verify production and farm stocks. The data are also used by Agriculture and Agri-Food Canada and by grain analysts in the public and private sectors.

Your information may also be used by Statistics Canada for other statistical and research purposes.

Your participation in this survey is required under the authority of the Statistics Act.
