Status

This standard was replaced by a new departmental standard on September 20, 2010.

Definition

Place of birth applies to the province or territory of a person if born in Canada or the country if born outside Canada. Respondents are to report their place of birth according to provincial or international boundaries in effect at the time of enumeration not at the time of birth. Countries should be coded according to the most recent ISO codes and it is recommended that they be aggregated into regions according to the most recent United Nations' standards for the reporting of demographic and social data.

Definition

Citizenship refers to the legal citizenship status of a person.

Citizenship stems from the Citizenship Act. Although the Act does not provide a definition of citizenship it does note that both Canadian-born and naturalized citizens are entitled to the same rights, powers and privileges and are subject to the same obligations, duties and liabilities. Most persons have a single citizenship but some have more than one. Persons may be Canadian by birth (this includes persons born in Canada and persons born outside Canada to Canadian parents) or Canadian by naturalization (landed immigrants who have applied for and been granted, citizenship). Persons may be Canadian by birth and yet hold the citizenship of another country. Persons may also be Canadian by naturalization and also hold citizenship of their country of birth or some other country.

Definition

Language applies to the linguistic skills of a person, particularly his or her ability to use different languages in different circumstances, such as at home, at school, at work or in social situations. It also applies to the ability of a person to use Canada's official languages and Canada's First Nations' languages.

The core language variables (most often used in classifying the population by linguistic skills) relate to mother tongue, language spoken at home and knowledge of official (and non-official) languages. From the point of view of linguistic studies it is desirable to collect information for all three but constraints of cost or respondent burden may limit inquiries to one. In such cases, the use of the mother tongue variable is preferable. This variable is used by the majority of clients and it is directly related to legislated requirements as set out in Section 23 of the Canadian Charter of Rights and Freedoms which makes direct reference to citizens of Canada "...whose first language learned and still understood is that of the English or French linguistic minority."

Mother tongue, refers to the first language a person learned at home in childhood and still understands. Some respondents may declare that they learned two or more languages simultaneously. This can be accommodated by providing for multiple reporting for official languages only.

Definition

In its simplest form variables related to age refer to the respondent and/or other members of the household or family. Some sources also include data on related variables such as: age at time of divorce, age at which first child left home, etc. These are generally identified as age-related variables.

Age refers to the age at last birthday as of a specified, well-defined reference date. Where possible, it is recommended that age be derived from date of birth in which year, month and day is reported. In some cases, for operational reasons, day may not be included. In some cases, particularly in proxy reporting where birth date may not be known, age may be reported directly rather than derived.

Age may also be shown for a number of life events such as age at marriage, age at birth of child(ren), age at immigration or age at death.

Age by Life Cycle Groupings

Definition

Age by life cycle groupings refers to the age of a person within general life cycle groupings, that is, whether he or she is a child, a youth, an adult or a senior. In this context, children are considered to be aged from 0 to 14, youth from 15 to 24, adults from 25 to 64 and seniors 65 and over.

Note: the terms child and children are used in two different ways. as noted above, on the basis of age, children are defined as being from 0 to 14 years. On the basis of relationship, however, children are defined as being related to a parent or parents in one of the following ways: they may be a birth (natural) child, an adopted child, a step child or a foster (guardianship) child.

Aboriginal persons

In the past "Aboriginal persons" generally applied to persons resident in Canada who could trace their origins to the native people or First Nations people who inhabited the area (of what is now Canada) when the first Europeans arrived. In addition, some persons have gained Aboriginal rights under legislation (e.g., the spouses of Aboriginal persons).

However, persons resident in Canada who can trace their origins to geographic regions contiguous to Canada might also be properly included. These would include persons of First Nations heritage whose linguistic families occupied traditional lands in Canada and that bordered on what is now Canada. This would include the following linguistic families: Algonquian, Northern Athapaskan, Cree-French Creole (Mitchif), Eskimo-Aleut, (Inuktitut), Haida, Iroquoian, Kutenai, Salishan, Siouan, Tlingit, Penutian (Tsimshian) and Wakashan. The boundaries of these families were such that they would approximate territory that is now in Greenland, Alaska, the easternmost point of Chukchi Peninsula (in Asia), Washington, Oregon, Idaho, Montana, Wyoming, North Dakota, South Dakota, Nebraska, Minnesota, Iowa, Kansas, Missouri, Wisconsin, Michigan, Illinois, Indiana, Ohio, New York, Pennsylvania, and the New England states. These are all areas where it can be assumed that there were considerable linguistic, cultural, economic and family ties across what are now international boundaries.

In effect, the counts of Aboriginal persons in Canada should include persons resident in Canada who could trace their origins to the native people or First Nations people who inhabited the area (of what is now Canada) and/or to the native people or First Nations people who were members of the above-specified linguistic families when the first Europeans arrived. In addition, some persons have gained Aboriginal rights under legislation (e.g., the spouses of Aboriginal persons).

Aboriginal ancestry

Aboriginal ancestry refers to a person who can trace his or her ancestry to Aboriginal linguistic family whose traditional lands fell in total or in part in the geographic area that is now Canada. Aboriginal ancestry also refers to a person who has been accorded Aboriginal rights by legislation, for example, by marriage to an Aboriginal person.
