Data Collection: 2017/2018 to 2021/2022

History and background

The Elementary–Secondary Education Survey (ESES) began in 2003 as a Statistics Canada pilot project known as the Elementary–Secondary Education Statistics Project (ESESP). The ESESP survey content originated from three tables that were originally part of a survey sent out each year to all provinces and territories by the British Columbia Ministry of Education. Following formal consultation with all provinces, territories and data users, Statistics Canada introduced seven new tables to collect additional data. The project's goals were to collect expenditures data for elementary and secondary public schools, and to replace several surveys that were collecting data on enrolments, graduates, and educators: the Elementary/Secondary School Enrolment Survey; the Secondary School Graduate Survey; and the Elementary–Secondary Education Staff Survey. Although the ESESP collected expenditure data, the Survey of Uniform Financial System – School Boards survey (SUFSB, record number 3119) remained active.

In January 2010, the ESESP was renamed the Elementary–Secondary Education Survey to symbolize the change from a pilot project to a Statistics Canada ongoing core survey. The main objectives of the collection tool remained: to produce relevant, comparable and timely statistics, and to reduce the respondent burden on educational organizations and school principals.

Statistics Canada maintains a close relationship with the Canadian Education Statistics Council (CESC), particularly its Strategic Management Committee (SMC), and seeks its ongoing advice and guidance on the survey. The CESC is a partnership between the Council of Ministers of Education, Canada (CMEC) and Statistics Canada. It was established in 1989 to improve the quality and comparability of Canadian education data and to provide information that can inform policy development in education. The CESC also produces two sets of education indicators, Education Indicators in Canada: Report of the Pan-Canadian Education Indicators Program (Statistics Canada catalogue number 81-582-X) and Education Indicators in Canada: An International Perspective (catalogue number 81-604-X), for policy makers, practitioners, and the public to monitor the performance of education systems, across jurisdictions and over time.

Changes in data collection

The ESES is an annual survey of administrative data that focuses primarily on public schools. It collects aggregate data from the provincial/territorial ministries or departments of education. Information on enrolments and graduates is reported by type of program and by age and sex, and enrolments are also reported by grade and sex. In addition, the ESES collects information pertaining to full- and part-time educators.

Private school data collection: In the summer of 2010, Statistics Canada conducted a jurisdictional review and was able to ascertain that data for enrolments by grade and by age, enrolments in official languages programs, and counts of graduates and educators could also be provided for private schools. Therefore, in January 2011, Statistics Canada began collecting private school data (2009/2010 reference period).

Home-schooling data collection: In the summer of 2011, Statistics Canada conducted another jurisdictional review and was able to ascertain that data for enrolments by grade and by age could also be provided for home-schooling. Therefore, in January 2012, Statistics Canada began collecting home-schooling data (2010/2011 reference period).

General definitions

In order to obtain consistent counts of students, graduates, educators, and expenditures across provinces and territories, it is important that respondents use common definitions.

Ministry/Department of Education: There is no federal department of education and no integrated national system of education in Canada. Ministries or departments of education in Canada's 10 provinces and 3 territories are responsible for the organization, delivery and assessment of education at the elementary and secondary levels.

School boards/districts: Local governance of education is usually entrusted to school boards, school districts, school divisions or district education councils/authorities (the terminology used varies by province/territory). The power delegated to these local authorities, whose members are typically appointed or elected by public ballot, is at the discretion of the provincial and territorial governments and generally consists of the operation and administration (including financial) of the group of schools within their board, district or division, curriculum implementation, responsibility for personnel, enrolment of students, and initiation of proposals for new construction or other major capital expenditures.

The tables explained: ESES financial data

Table 1, Expenditures: The information in the expenditures table (tab 1PubExpenditures) is collected primarily for use by the finance section at the Centre for Education Statistics, where the data form an input into the consolidated revenue and expenditure figures for public elementary–secondary education. The ESES financial data are compared with and validated against other sources of financial data such as provincial/territorial public accounts and school board financial statements.

School board/district expenditures: Include all expenditures (operating and capital) paid directly by district school boards.

Ministry/Department of Education expenditures: Include all expenditures (operating and capital) paid on behalf of district school boards by Ministries/Departments of Education or any other entities responsible for education.

Other provincial/territorial government or agency expenditures: Include all expenditures (operating and capital) incurred by other provincial/territorial departments or agencies such as Ministry of Finance, Ministry of Transport, etc. Do not include expenses paid on behalf of school districts by Ministries of Education.

Expenditures should be reported by fiscal year.

Include expenditures for programs in elementary and secondary public schools.

Do not include the following expenditures:

  • federal expenditures (e.g., schools operated by Indigenous Services Canada or National Defence, or federal programs such as Canadian Heritage official languages programs, Employment and Social Development Canada programs, Global Affairs Canada programs, and social [health and welfare] programs);
  • those for private schools;
  • those related to programs at the postsecondary level;
  • intra-sectoral transactions;
  • principal portion of debt repayments or bank loans;
  • recoveries of expenditures from specified purpose;
  • provision for vacation pay and similar employee benefit;
  • provision for bad debts and any other provisions;
  • reserves and other suspense accounts;
  • deficits and write-off to losses;
  • depreciation on capital expenditures (amortization charges);
  • debenture discount;
  • taxes remitted to other government sub-sectors (e.g., municipal taxes).

1.1 School boards and districts

Educator remuneration:

Row 1: Salaries, wages and allowances
Salaries and wages are the remuneration to educators for services rendered. Include teachers, school administrators, such as principals and vice-principals; and other professional non-teaching staff, such as guidance counselors and librarians as well as pedagogical support personnel.

Allowances are payments made in addition to salaries/wages to compensate for isolation, additional administrative duties or other responsibilities and other similar costs. Include sick leave payments, maternity leave, and other approved leave. Do not include ad hoc allowances for travel and accommodation (include in "Row 6: Other operating expenditures") and payments of superannuation or pension premiums on behalf of the educator.

Row 2: Fringe benefits – except employer contributions to the Canada and Quebec pension plans
Includes payment on behalf of the educator for Employment Insurance premiums, life insurance plans, health, dental and drug plans, vision care plans, workers' compensation plans, disability insurance plans, termination and early retirement gratuities, private use of institution's goods and services, employee discounts, professional fees related to professional development, payments to government work safety agencies, purchase and maintenance of clothing, moving fees, employee counseling services, union duties leave, annuity funds, paid recognition for years of service, paid holidays, trips, jury duty pay, employee parking lot fees, and board-sponsored recreation or paid memberships.

Educator pension plans:

Row 3: Employer contributions to Canada and Quebec pension plans
Includes all employer contributions to the Canada and Quebec pension plans.

Row 4: Contributions to other pension plans
Includes contributions to any other types of pension plans.

Row 5: Periodic contributions to rectify actuarial deficiencies
Adjustments made during the current year to ensure that the funds required are available, which are actuarial liability adjustments made to current service payments to reduce or eliminate the debt.

Other operating expenditures:

Row 6: Other operating expenditures
Include salary and non-salary costs related to business administration, instruction, educational services, food services, school facilities services, school transportation and any other expenditure related to the provision of services in the public school system. Do not include interest on debt services.

Row 7: Total operating expenditures
The sum of rows 1 to 6.

Capital expenditures:

Row 8: Capital expenditures
Include acquisitions of physical assets of a fixed or permanent nature with a useful life of more than one operating year. Include expenditures of an annual or cyclical nature for capital-lease and leasehold improvement (e.g., major repairs and upgrades to school and board buildings, new school and board furniture equipment and vehicles). Do not include expenditures for non-major repairs and maintenance designated as "plant operation" under "Row 6: Other operating expenditures".

Note that all capital expenditures must be reported with the historical cost in the year of the initial expenditure. If the capital expenditures are "amortized" during their useful life, they should be converted to the historical cost and reported to the year of the initial cost in order to insure the comparability of data between provinces and territories.

Row 9: Interest on debt services
Include the interest on loans and advances, bonds, debentures and mortgages, other debt charges such as bank service charges and other charges pertaining to the servicing of the public debt.

Row 10: Total capital expenditures
The sum of rows 8 and 9.

Row 11: Total expenditures - School boards and districts
The sum of rows 7 and 10.

1.2 Ministry of Education

Educator remuneration:

Row 12: Salaries/Wages and allowances
As defined under school district expenditures (see row 1).

Row 13: Fringe benefits – except employer contributions to pension plans

Include only administration expenses directly incurred by the Ministry/Department of Education; e.g., expenses for the Minister's office, including his/her salary, human resources, administrative support and financial services. If any of these administration expenses are grouped together with those for postsecondary education, please indicate only those applicable to elementary and secondary education.

Row 19: Total operating expenditures
The sum of rows 12 to 18.

Capital expenditures:

Row 20: Capital expenditures
Include only Ministry/Department of Education capital expenditures relating to direct financial support of school boards. Do not include any grants or contributions to schools boards or schools districts.

Row 21: Interest on debt services

The tables explained: ESES public, private and home-schooling data

The ESES is an annual survey of administrative data that focuses primarily on public schools. It also collects some information pertaining to private/independent schools, as well as home-schooling.

Public schools: Public schools are publicly funded elementary and secondary schools that are operated by school boards or the province or territory. They include all regular public schools as well as provincial reformatory or custodial schools, and other schools that are recognized and funded by the province or territory.

Private/Independent schools: Parents can choose to send their children to private/independent schools, which typically offer a curriculum similar to that provided by public schools, in a similarly structured way. Private/Independent schools encompass elementary and secondary schools that are operated, managed and administered by private individuals and/or groups (e.g., a church, a trade union or a business enterprise, or a foreign or international agency) or that have a governing board that exercises powers similar to those of a board of education and consists mostly of members not selected by a public agency.

The extent to which an institution receives funding from public or private sources does not determine its classification as a public or private school. Privately managed schools may be subject to some regulation or control by public authorities, but these institutions are nevertheless classified as private, provided that they are ultimately subject to private control. Public regulation may extend to areas such as curriculum, staffing appointments, admissions policies, and other matters.

The ESES does not distinguish between government-dependent private and independent private institutions.

Home-schooling: Home-schooling is an alternative method of learning that takes place outside the public or private/independent school environment. Parents choosing home-schooling have the primary responsibility of managing, delivering and supervising their children's courses and programs of learning. Although home-schooling students may be associated with a public or private/independent school, the enrolment counts for home-schooling should be reported separately.

Public school enrolment is the number of students (headcount) enrolled in publicly funded schools operated by school boards or the province/territory in September (or as close as possible thereafter) of the school year.

Include all students in regular publicly funded schools, provincial reformatory or custodial schools, and other students recognized and funded by a province or territory. Students in a specific elementary or secondary grade should be reported in the appropriate grade. If a student is not considered to be in a specific elementary or secondary grade because the student is taking different subjects at a number of levels, or if the grade of the student is not known, report the student in the category “grade not reported”.

Include other, non-standard, enrolments such as those for students receiving educational services (if recognized by the province/territory) and for schools and/or school boards that receive funding in a unique manner. They may be non-graduates who are taking only a few courses required to complete graduation; for example, a student who is enrolled in only 25% of a "regular" course load and for whom the school or school district receives only 25% of the usual funding. Note: This category may not apply to some provinces or territories.

Do not include students enrolled in: programs or schools outside the regular system; home-schooling programs; private/independent schools; or schools that are financed by federal departments (e.g., Indigenous Services Canada or the Department of National Defence).

Table 2.1, Regular programs for youth

Report the number of students enrolled in general training programs geared toward and offered primarily to similarly-aged young people. Although the majority of enrolments in this category will likely be for school-aged children and youth, some adults may be enrolled.

Table 2.2, Full-time equivalent (FTE) rate – Regular programs for youth

The full-time equivalent (FTE) rate represents the fraction of time spent in a classroom and for which the students are funded. If the fraction is unknown, an estimate should be provided; for example, for junior kindergarten and kindergarten students taking a half-time program that is funded, the FTE enrolment would be the headcount enrolment divided by 2, which is 0.5. If a student is only taking a quarter of the usual course load and is funded on that basis, the FTE enrolment would be the headcount enrolment divided by 4, which is 0.25.

Note: For most jurisdictions, Grades 1 through 12 have an FTE of 1.0 as these grades are generally considered full time. FTEs of less than 1.0 are common for Junior kindergarten and Kindergarten.

Canada outside Quebec: Enrolments in programs where French is taught to students attending English schools, as a subject in the regular course offerings. Quebec: Enrolments in programs where English is taught to students attending French schools, as a subject in the regular course offerings.

Include students enrolled in core French (programme de base de français) - A second language program offered at various grade levels, in which French is studied as a subject. This also includes the extended core program where one or more additional subjects can also be taught in the student's second official language (French outside Quebec, English in Quebec).

Also include students enrolled in intensive/extended French (programme intensif de français) - An enrichment of the core French program that involves periods of intensive study and use of French, while the regular curriculum is "compressed" into the remainder of that school year. It is important to note that the French instruction is focused only on language acquisition.

Table 3.2, French immersion programs

Enrolments in programs where French is the language of instruction for students attending English schools.

Include students enrolled in French immersion (programme d'immersion en français) - A program in which French is the language of instruction for a significant part of the school day; that is, several or all subjects are taught in French, except for English language arts. Immersion is designed for students who want to develop a proficiency in French as a second language.

Do not include enrolments in intensive/extended French programs in Table 3.2; they should be reported in Table 3.1.

Report the number of students enrolled in public schools who self-identify as belonging to one of the three Indigenous groups recognized by the Canadian Constitution: First Nations (North American Indian), Métis, and Inuit (Inuk). First Nations (North American Indian) includes both Status and Non-Status Indians.

If a student’s Indigenous group appears to have changed from one school year to the next, record the enrolment in the most recent Indigenous group reported.

When more than one Indigenous group has been reported, the student should be counted in each appropriate group; however, the student must be counted only once in the totals.

Note: All students included in tabs 5A and 5B should be enrolled in off-reserve public schools (i.e., these students should already have been reported in the public school enrolments on tabs 2A and 2B).

Report the number of students who self-identify as Indigenous and are enrolled in general training programs geared toward and offered primarily to similarly-aged young people. Although the majority of enrolments in this category will likely be for school-aged children and youth, some adults may be enrolled.

Two different counts are captured for educators:

  • the number of full-time and part-time educators (headcounts), by age group and sex (Table 7.1); and
  • the number of full-time equivalent (FTE) educators, by category and sex (Table 7.2).

In both cases, report the number of educators on September 30 (or as close as possible thereafter) of the school year. Educators is a broad category that comprises teachers, school administrators, and pedagogical support.

  • Teachers are personnel who provide direct instruction to students, either in a group or on a one-on-one basis. Include:
    • classroom teachers, special education teachers, and other specialists such as music or physical education teachers;
    • other teachers who work with a group, or groups, of students in a classroom, in small groups in a resource room, or one-on-one inside or outside a regular classroom;

An educator headcount is defined as the number of educators on September 30 (or as close as possible thereafter) of the school year who are responsible for providing services to the students reported in the enrolment tables (tab 2APubEnrolGradeSex and tab 2BPubEnrolAgeSex). The numbers of full- and part-time educators reported in Table 7.1 will be summed to obtain the total number of educators.

Full-time equivalent (FTE) educator is defined as the number of full-time educators on September 30 (or as close as possible thereafter) of the school year, plus the sum of part-time educators according to their percentage of a full-time employment allocation (determined by the province or territory). For example, if a normal full-time work allocation is 10 months per year, an educator who works for 6 months of the year would be counted as 0.6 of a full-time equivalent (FTE) or an employee who works part time for 10 months at 60% of full time would be 0.6 of an FTE. Statistics Canada's Disaggregated Data Action Plan Achievements Report 2021-22 highlights advancement in statistical information for diverse population groups

Today, Statistics Canada continues to answer the call of Canadians seeking detailed data to address gender gaps, racism and other systemic barriers by releasing its Disaggregated Data Action Plan Achievements Report 2021-22: Better Quality Data for Better Decision Making. The report showcases progress made in the first year of the Disaggregated Data Action Plan's implementation to enhance data collection, analysis and dissemination that is representative of diverse populations.

Budget 2021 provided Statistics Canada $172 million over five years, with $36.3 million ongoing, to breakdown data on specific population groups, with a current focus on Indigenous Peoples, racialized groups, women and persons with disabilities.

Key highlights in the Achievements Report 2021-22 include:

  • A detailed review and enhancements in data collection, use of alternative data sources and methods, the development of standards, engagement and collaboration, and the dissemination of results.
  • Adding supplementary surveys to the Labour Force Survey that better examine the labour market experiences of diverse groups.
  • Advancing the Uniform Crime Reporting survey through the collection of data on victims and accused persons to help illustrate the experiences of Indigenous and racialized communities in relation to policing and the criminal justice system.
  • Increasing the sample size of the Canadian Community Health Survey to advance analytical insights into the mental health of diverse population groups across Canada during the pandemic.
  • Ensuring new data and analyses are easily accessible through the expansion of the Gender, Diversity and Inclusion Statistics Hub and the soon to be released Centre for Municipal and Local Data Hub. Both Hubs will display socioeconomic indicators and serve as one stop shops for data users looking for data on diverse population groups and at the municipal level.

The DDAP is a whole-of-government approach led by Statistics Canada to reveal challenges faced by the most vulnerable populations in the country and helping create a more equitable Canada.

Current liabilities

Long-term debt and other non-current liabilities – (Include capital leases.)

  • the face value or principal amount of debt securities (for example, bonds, trust certificates, debentures, notes) issued and assumed by the air carrier and in the hands of others, which is not payable within twelve months of the balance sheet date;

All other liabilities

Include:

  • deferred credits which correspond to unamortized premiums on all classes of long-term debt, and other deferred credits such as securities issued or assumed by the air carrier, and other unadjusted accounts that cannot be cleared as of the date of the balance sheet;
  • provisions for major overhauls such as for flight equipment (in other words, liabilities of uncertain value or timing associated with the complete disassembly and inspection or repair of an aircraft, engine or other component of an aircraft) and other provisions such as liabilities of uncertain value or timing.

Shareholders' equity

Capital stock

Include the equity capital invested in a business through the purchase of various classes of common and preferred shares.

Retained earnings

Include the portion of after-tax profits left over, after dividends have been paid to shareholders, for reinvestment into the company. If this account is negative, then the amount indicated for this item should be shown with a negative (-) sign.

All other items

Include other paid-in capital and reserves. Other paid-in capital or contributed surplus includes the premiums or discounts that have resulted from selling stock, and stock received from donations. Reserves include any reserve fund such as reserve for self-insurance, reserve for pension, reserves against potential future losses, and so on. Operating revenue

Scheduled services

Transportation of passengers or goods, or both, by an aircraft provided by an air carrier that operates the air service and that, directly or indirectly, sells some or all of its seats or part or all of its cargo space to the public on a price per seat, price per unit of mass or price per volume of cargo basis.

Charter services

Transportation of passengers or goods, or both, by aircraft pursuant to a contract under which a person, other than the air carrier that operates the air service, or its agent, reserves a block of seats or part of the cargo space of an aircraft for the person's use or for resale to the public.

Include air ambulance service and the movement of people and goods to logging or heli-logging sites.

Exclude firefighting and heli-logging activities and the movement of people and goods to a firefighting site. (The former Transport Canada TP 8880 document "Starting a Commercial Air Service" outlining a list of activities which are specialty has been replaced with a new document TP 4711 "Air Operator Certification Manual" as of December 2020. Passenger revenue

Refers to the revenue earned from the transportation of passengers on scheduled and charter services. Include revenue from all surcharges (baggage, fuel, seat selection, changing or cancelling flights, and so on) that are retained by the air carrier. Exclude amounts such as taxes, navigation fees, security fees, and so on that are collected but passed on to other entities.

Goods revenue

Refers to the revenue earned from the transportation of goods on scheduled and charter services. Exclude taxes such as the Goods and Services Tax (GST), Harmonized Sales Tax (HST) or Provincial Sales Tax (PST).

All other flight - related revenue

Refers to the revenue earned from air transport activities not included in passenger revenue or goods revenue. Include revenue from other flying services such as flying training, recreational flying and other specialty flying.

All other revenue

Include subsidies and revenue earned from all other sources (including contra revenue, revenue of a corporate nature (leasing revenue, third party ground-handling, and so on), ancillary passenger revenue not easily allocated by operating flight (customs brokerage, and so on), revenue from in-flight sales (beverages, food, entertainment and wireless Internet access, and so on)).

Total operating revenue

The sum of passenger revenue, goods revenue, other flight-related revenue and revenue from all other sources.

Operating expenses

Maintenance - ground property and equipment

Expenses incurred in the repair and upkeep of ground property and equipment. Include employee wages, salaries and benefits (including employer contributions to pensions, medical benefits, insurance, and so on), expenses for materials and supplies, purchased repair services and all other related expenses.

Aircraft operations

Expenses incurred directly for the in-flight operation of aircraft or in the holding of aircraft and aircraft personnel in readiness for assignment to an in-flight status.

Include:

  • the wages, salaries and benefits (including employer contributions to pensions, medical benefits, insurance, and so on and layover expenses such as hotels and meals) for flight crews (pilot, co-pilot, navigator, and so on);
  • expenses for turbo fuel, gasoline and all other fuel and oil consumed such as turbine oil and piston oil (including throughput charges, non-refundable duties and taxes);
  • airport landing fees paid both in Canada and outside of Canada;
  • navigation fees remitted to NAV CANADA or other international suppliers for the provision of air navigation services (air navigation services include aeronautical communication services, aeronautical information services, aeronautical radio navigation services, air traffic control services, aviation weather services, emergency assistance services and flight information services);
  • expenses for insurance against accidental damage to flight equipment while in flight or on the ground and for insurance against liability occurring from the operation of aircraft or, in the case of non-insurance, the resulting expenses for which the carrier is liable;
  • expenses incurred for the rental of aircraft (and crew) from other carriers, such as in chartering, interchange and operating or lease agreements;
  • all other aircraft operation expenses incurred directly for the in-flight operation and related standby time of aircraft.

Maintenance - flight equipment

Expenses incurred in the repair and upkeep of flight equipment. Include employee wages, salaries and benefits (including employer contributions to pensions, medical benefits, insurance, and so on), expenses for materials and supplies, purchased repair services and all other related expenses.

General administration

Expenses incurred for in-flight service, aircraft and traffic servicing, promotion and sales and general administration.

Include:

  • the wages, salaries and benefits (including employer contributions to pensions, medical benefits, insurance, and so on and layover expenses such as hotels and meals) paid to cabin crews (flight attendants, and so on), ground personnel, staff engaged in reservations, ticketing, sales and promotional activities and all other employees (including the personnel performing the general and administrative functions of the air carrier);
  • expenses for in-flight service such as passenger food and supplies (in-flight meals, complimentary drinks, and so on and the cost of supplies and personal services furnished to passengers), passenger liability insurance (premiums for passenger liability and accident insurance) and all other in-flight service expenses (including passenger-related expenses incurred due to interrupted flights, including hotels, meals, taxi fares and other expense items, the cost of other services provided to passengers, such as pay, allowances and the cost of passenger service personnel, and all other services provided for the comfort of passengers in transit);
  • expenses for aircraft and traffic servicing purchased from outside suppliers, expenses incurred on the ground for scheduling or preparing aircraft for arrival and takeoff, expenses incurred in enplaning and deplaning passenger and cargo traffic, and expenses involved in servicing and handling individual aircraft and traffic on the ground, in preparing aircraft crews for flight assignment, in controlling the in-flight movements of aircraft and the in-flight expenses of handling all traffic including baggage;
  • all promotion and sales expenses such as passenger and cargo commission expenses (the net commission payable to others for the sale of transportation on the reporting carrier's service less the commission receivable from the reporting carrier's sale of transportation on other carriers' services), advertising and publicity expenses and any related expenses, accommodation costs, agency fees for outside services, expenses associated with reservations, city ticket offices and other sales expenses;
  • general administration expenses such as those for financial accounting activities, supplementary labour income, property taxes, building rentals, communications purchased, purchasing activities, representation at law, and all other operational administration expenses not directly applicable to a particular function that are not included in the previous operating expenses categories;
  • expenses such as incidental air transport-related expenses associated with revenue reported as "all other revenue";
  • staff reduction expenses.

Depreciation

Include:

  • provisions for the depreciation of ground property and equipment (including flight equipment);
  • all charges incurred in normal wear and tear on property and equipment which have not been replaced by current year repair, as well as losses in service ability;
  • charges for the amortization of capitalized development and other intangible assets.

Include any and all miscellaneous operating expenses not reported elsewhere.

Provision for income taxes

Include the provision for taxes payable on net income for the accounting period and adjustments of income taxes relating to previous years, including provisions for deferred income taxes resulting from differences between accounting income and taxable income that arise when the time of including items of revenue and expense in the computation of accounting income and taxable income do not coincide. . Include turbo fuel consumed for all scheduled and/or charter operations, regardless of where purchased. The expenses for turbo fuel consumed should be reported in Canadian dollars, regardless of where purchased. Include throughput charges, non-refundable duties and taxes. If the fuel was supplied by a customer, an approximate value may be provided based on prevailing market rates.

Include part-time employees, prorated to the amount of time worked when compared to full-time employees (for example, two part-time employees working half-time are equivalent to one full-time employee).

Wages and salaries expenses

Include a breakdown of the wages and salaries paid for each of the six categories of personnel.

Exclude all benefits, in other words, employer contributions to pensions, medical benefits, insurance, and so on or layover expenses, such as hotels and meals, for flight and cabin crews.

Employment category

Include:

  • Pilots and co-pilots. Self-explanatory;
  • Other flight personnel. Flight crew (including flight engineers, navigators, and so on) and cabin crew (including flight attendants, and so on);
  • General management and administration employees (including the personnel performing the general and administrative functions such as administrative personnel at headquarters, comptrollers and assistants, directors and assistants (operations, passenger service, public relations, sales), and so on);
  • Maintenance personnel (including the personnel performing the ground property and equipment maintenance such as the carpenters, cleaners, and so on and including the personnel performing the flight equipment maintenance such as the aircraft maintenance engineers and the inspectors of flight equipment);
  • Aircraft and traffic servicing personnel (including supervisory personnel, assigned to ground activities, engaged directly in protecting and controlling aircraft in flight (flight dispatch personnel, flight planning staff), in scheduling and preparing flight crews for flight assignment, in parking and servicing aircraft incidental to line operations and including baggage handlers, aircraft fuelers, and so on);
  • All other employees (including air ambulance attendants, accountants, economists, statisticians, lawyers, purchasing personnel, publicity representatives, and so on).

Total employees

The sum of the number and the wages and salaries expenses for the six categories of personnel.

Revenue and expenses by area of operation

Passenger revenue

Include a breakdown of the revenue earned from the transportation of passengers for each province, territory and outside of Canada based on where the transportation service was provided. Total passenger revenue should equal the sum of passenger revenue from scheduled services and charter services previously reported.

Goods revenue

Include a breakdown of the revenue earned from the transportation of goods for each province, territory and outside of Canada based on where the transportation service was provided. Total goods revenue should equal the sum of goods revenue from scheduled services and charter services previously reported.

Employee wages and salaries

Include a breakdown of employee wages and salaries for each province, territory and outside of Canada based on where the employees are located. Total employee wages and salaries should equal the total wages and salaries expenses reported in the "Employment" section above.

Sector of operation

Refers to the regions where carriers provide transportation services. There are three breakdowns – domestic, transborder (Canada-US) and other international.

Includes operations between points in Canada and points in the United States (including Alaska, Hawaii and Puerto Rico).

Other international

Includes all other operations (including between points outside of Canada).

Data reported must include both fixed wing and helicopter services, where:

Fixed wing

Means a power-driven, heavier-than-air aircraft, deriving its lift in flight chiefly from aerodynamic reactions on surfaces which remain fixed. An aircraft having wings fixed to the airplane fuselage and outspread in flight – that is non-rotating wings.

Helicopter

Means a rotary wing, heavier-than-air aircraft, supported in flight chiefly by the reactions of the air on one or more power-driven rotors on substantially vertical axes. A helicopter does not have conventional fixed wings, nor is it provided with a conventional propeller for forward thrust.

Scheduled services

Transportation of passengers or goods, or both, by an aircraft provided by an air carrier that operates the air service and that, directly or indirectly, sells some or all of its seats or part or all of its cargo space to the public on a price per seat, price per unit of mass or price per volume of cargo basis.

Enplaned passengers

Refers to revenue passengers1 who board aircraft and surrender one or more flight coupons or other documents good for transportation over the itinerary specified in these coupons or documents.

1Revenue passengers correspond to passengers for which an air carrier receives remuneration and who are travelling with tickets purchased (a) under a publicly available promotional offer; (b) through a loyalty program or through the redemption of loyalty points or miles; (c) with a corporate discount or at a preferential fare; or obtained (d) as compensation for denied boarding. Represents the carriage of one revenue passenger on each flight stage multiplied by the number of kilometres flown on that stage. Passenger-kilometres are obtained by totalling the number of kilometres flown by all passengers.

Let's take an example with two flight stages, where:

Number of passengers = 5
Distance between points (km) = 161
Passenger-kilometres = 805

Flight stage B to C
Number of passengers = 4
Distance between points (km) = 322
Passenger-kilometres = 1,288

The total number of passenger-kilometres for the flights covering A to B and B to C is 2,093.

To convert nautical miles (6 080 feet) into kilometres (km), multiply by 1.852.

Hours flown

Represents the block hours, in other words, the number of hours which elapsed between the time the aircraft started to move to commence a flight and the time the aircraft came to its final stop after the conclusion of a flight. Report the total number of block hours flown to the nearest hour.

Enplaned goods

Refers to all types of non-passenger traffic. It includes priority freight, freight, mail and excess baggage for which revenue is obtained. Enplaned goods should be reported to the nearest kilogram.

Conversion factor

To convert pounds (lbs.) into kilograms (kg), multiply by 0.453592.

Goods tonne-kilometres

Represents the carriage of one tonne of goods on each flight stage multiplied by the number of kilometres flown on that stage. Goods tonne-kilometres are obtained by totalling the number of kilometres flown with all tonnes of goods.

Tegan: Welcome to Eh Sayers, a podcast from Statistics Canada, where we meet the people behind the data and explore the stories behind the numbers. I'm your host, Tegan Bridge. Long-time listeners of the pod may recall that we released an episode about inflation and the consumer price index in January of 2022. At that point, the latest data told us that in December of 2021, the CPI was up 4.8% from the year before.

The last two years or so have been interesting. I'd like to show you a graph of the changes in the inflation rate over the past two years, but because graphs don't translate well to podcasting, Instead, this slide whistle will give you an idea of what the graph would look like.

At this point as of recording, the latest data released in February 2023 indicate that the year over year inflation rate was 5.2%, not the highest it's been in the last year, but definitely still up there. It's higher than it was a year earlier when we were also talking about how high inflation was. It got me wondering, What makes an inflation rate high in the sense of what's the ideal inflation rate?

My sister is doing a master's in economics, and I asked her if the ideal inflation rate was zero, and she just looked at me in horror. It was at that point that I realized we should probably do another episode about inflation, even if only so that I could impose upon another StatCan expert.

I want to know what the economists know. Ask my questions and get some answers. What's inflation and why does it, what's the word burn?

Thank you for joining us. Could you please introduce yourself with your name and job title?

Guy: Sure. it's Guy Gellatly. I'm the Chief Economic Advisor of the Analytical Studies unit here at the agency.

Tegan: So could you talk generally about the economy and inflation?

Guy: Well, we're coming out of extraordinary times, obviously with the, with the pandemic.

And, the last two years have seen a pretty continuous buildup in inflationary pressure, Sort of throughout different aspects of the economy. And, that's kind of provided the backdrop for, for sort of a lot of the, uh, the economic discussion. And certainly a lot of the reaction on the part of households and on the part of businesses is how, how to deal with and how to grapple with those, you know, the kind of high rates of inflation and what they mean ultimately for. Uh, for consumer spending and business investment and a whole host of other kind of economic activity.

Tegan: We are of course, dealing with a lot of inflation, and that causes people a lot of stress. So if I were to make a movie about the economy, would inflation be the bad guy?

Guy: Well, high inflation usually is the bad guy. There's no question about that.

I mean, the idea behind monetary policy and, for example, what the Bank of Canada attempts to do with its inflation targeting is to keep inflation, uh, low, uh, stable and predictable. And that's the idea of a 2% target. It's kind of that midpoint between the one to 3% control range that they have.

And so the idea there is you're giving confidence to, you know, households and investors who have to make decisions on spending and investing, and they want to be certain that the value of that money, their hard-earned money is, you know, is preserved over time. So, that's the idea, sort of stability and predictability, tends to be your friend there and in a high inflationary environment that can be very difficult to achieve.

Tegan: So I guess we know the cons definitely of inflation, but could you expand a little bit about those pros that you were talking about? Stability, predictability.

Guy: Well, that's the distinction between some inflation and high inflation. So you want some inflation, and that's the idea of, of that 2% target, you want to keep it kind of at or near, that midpoint of what the bank calls its control range.

So, the idea there is that you want, some inflation, some upward pressure on prices. It's sort of essential to a well-functioning economy. So, you know, you want something that's conducive to output growth and, and productivity growth and wage growth and job gains, and all of those, those good things that we like to talk about.

And, a stable, low inflationary environment and low inflation doesn't mean no inflation, and we can get to that at some point, but sort of a stable price growth there, is usually seen as very, very supportive of those goals. So that's the idea there.

Tegan: You say we're coming out of extraordinary times right now. For somebody who hasn't studied economics, where does our current inflation or, the inflation we've been seeing in the last year or so, how does that rank?

Guy: Well, certainly for those of us who are younger, and I'm not necessarily one of those anymore, it's the highest we've seen in some time. If you could go back to the early eighties, we did have double digit inflation there for a, for a period, and this was before the, uh, the inflation targeting, policies that the Bank adopted in the early nineties.

So, you know, we have had very high rates of inflation before. We're seeing this obviously for the first time in a, in a generation or a couple of generations, so there's a bit of a sticker shock to it. And the thing about the current inflationary environment is it's very, very broad based. So it's not just like, it's one thing. We often talk about gas price dynamics and their contribution to inflation.

But here you've got, you know, pressures coming from, you know, gas, food, shelter, a lot of consumer durables and consumer spending sort of, you know, strong price growth kind of across the board. And that's the, the challenge for many consumers.

Tegan: I don't think people need to be told the challenges of high inflation. It means people's money doesn't go as far when they want to make purchases, but what would happen if inflation were zero? Why would that not be ideal?

Guy: Well, the classic textbook response is a deflationary spiral. So the idea there is that if, if you, and here, expectations matter. So if people are convinced that, that you're going to see continual price decreases sustained over a long period of time, they're going to hold off their spending now. So there's a huge delay in their spending, and that can have real detrimental, uh, effects on the economy in the near term in terms of lower output and higher unemployment.

Tegan: So that would be if inflation we're going down. But what if it just, what if all prices just stayed the same?

Guy: That's the thing, you know, you, you're never going to be in a world where all prices are going to stay the same.

It's a, because these prices are reflective of demand and supply conditions in the economy. And those are always changing, you know? And, I mean, if you look at the experience of the last two years, you get an extent how rapidly that can change. You know, both on the demand side as, you know, we came out of the pandemic and people are ramping up their spending on, you know, as we were all trapped in our basements there. So there's a real demand to get out there and spend.

And, you know, much of the story of inflation over the last two years has been, you know, all the constraints on the supply side. It's just difficult to move things because of all of the disruptions and shortages in terms of computer chips and, and on and on. That created some real. Tensions on the supply side of the economy, and that too will flow into prices at some point.

So you've got upside pressure coming from high demand, some upside pressure on inflation coming from, from lower supply. And, uh, and that creates, uh, some of the rates that we've seen over the past year.

Tegan: And you used a rather scary term, deflationary spiral. Could you talk about what would happen if inflation were in the negative?

Guy: Oh, well then people, and again, you want, it's a question of being in the negative for a sustained period, and then people get convinced that, oh, okay, well why spend my money now if things are just gonna be cheaper down the road?

And so what you don't want to do is kind of lock into a psychology like that because then you know you're going to do potentially some real damage to the economy in the near term. People aren't gonna spend, if they're kind of convinced you're gonna get a better deal a month, two months, three months, and that actually leads to lower demand and lower prices.

And, so the spiral idea is what they want to avoid. So the idea here is, stability and predictability with some inflation that's broadly conducive to economic growth and, uh, and productivity and income growth.

Tegan: So let's talk about that ideal inflation rate. You said 2% earlier or one to 3%. Where does that come from? Yeah. And why is that the best number?

Guy: You know, that's, agreed upon. There's an inflation targeting agreement, that the Bank of Canada reviews with the government of Canada every five years and it's long been the kind of the, the target rate, the midpoint of that one to three range.

And, it's done in their judgment, obviously, the best rate for supporting the sort of economic activity and labour market activity that we'd, we'd like to see. So, you know, it is reviewed. There's no hard number that works for all time, although that target has been at 2% for quite a long time, both in Canada and in many other. Countries as well. The US Fed is common best example.

So yes, they certainly do review it, you know, that's the thing. It's not a mechanical thing where one size fits all for all time. They're gonna look at it periodically and determine kind of what that optimal rate is, at least in the near or the median term. And, uh, and they'll adjust their, their monetary policy according to kind of hit that mark, but 2%, as long as I can remember, has been that target. So slow, steady, predictable being the key idea there.

Tegan: Does every economy want a 2% inflation rate? And are there examples of economies that don't want a 2% inflation rate?  Is that a universal number?

Guy: You know, I don't know if it's a universal number. It is certainly a common number amongst much of the major central banks and monetary authorities, uh, in the Western world. It's just a, you see, to see that as, uh, as kind of the, uh, kind of the position that many of them will take.

Um, it, it'd be funny to look back historically and ask yourself sort of, you know, how you came to that sort of 2% world, and you know, what the evolution of monetary policy on the way to that actually looked like. But the idea here is, and this is a really important point, is you want to give, consumers, households, investors confidence that the value of their money is going to be preserved and, uh, by being very explicit about that target, and giving some, some real time information on how they see the economy evolving over the near term. It gives you a great deal of confidence as a, as someone who, who now has to spend money. It's like, okay, is this a sensible thing to do? Do I have confidence that inflation is going to come back down to that range?

And so the central banks, both here and abroad will, will give lots of signals often to kind of communicate their expectations to you and I, and then, it's obviously good for the economy as a whole.

Tegan: If someone would like to learn more about inflation, where can they go?

Guy: Um, first of all, you can go to Statistics Canada's website, uh, the Consumer Price Index that comes out monthly. It's the headline inflation indicator.

And, there's a whole bunch of supporting analytical work, that's been produced over time by the Consumer prices division and others in the agency that help us understand the dynamics of inflation and, what's driving it and what some of the key measurement issues are. That's a good place to start for sure.

The Bank of Canada as well, if your interest is in inflation targeting and how that works and how monetary policy, is conducted to ensure you know that, that the economy functions on an effective, and a solid foundation. That's the place to go there. They have a number of documents where they outline sort of how they think about this and, and the tools at their disposal.
