This special edition focuses on news related to the COVID-19 pandemic.

All information presented here is obtained from publicly available news and information sources, and does not reflect any protected information provided to Statistics Canada by survey respondents.

COVID-19 Timeline

  • On March 11th, the World Health Organization announced that COVID-19 can be characterized as a pandemic.
  • On March 14th, the Government of Quebec declared a state of health emergency.
  • On March 16th, the Government of Canada announced it was barring foreign nationals from all countries except the United States from entering Canada and that it was redirecting international passenger flight arrivals to four airports: Toronto Pearson International, Vancouver International, Montréal-Trudeau International, and Calgary International.
  • On March 16th, the Government of Prince Edward Island declared a public health emergency.
  • On March 17th the Governments of British Columbia and Alberta declared public health emergencies. The Government of Ontario declared a state of emergency.
  • On March 18th the Governments of Newfoundland and Labrador, Yukon, and Nunavut declared public health emergencies. The Government of Saskatchewan declared a state of emergency.
  • On March 19th, the Government of New Brunswick declared a state of emergency.
  • On March 22nd, the Government of Nova Scotia declared a provincial state of emergency.
  • On March 27th, the Government of the Northwest Territories declared a territory-wide state of emergency, effective March 24, 2020. The Government of Manitoba also declared a state of emergency.

Selected COVID-19 responses

  • The Government of Canada announced on March 13th a coordinated package of measures being taken by financial sector partners to support the functioning of markets and continued access to financing for Canadian businesses. These included:
    • establishing a Business Credit Availability Program (BCAP) to further support financing in the private sector through the Business Development Bank of Canada (BDC) and Export Development Canada (EDC);
    • lowering the Domestic Stability Buffer requirement for domestic systemically important banks by 1.25% of risk weighted assets, effective immediately;
    • a new Bankers' Acceptance Purchase Facility to support a key funding market for small- and medium-size businesses.
  • The Government of Canada announced on March 25th that the COVID-19 Emergency Response Act had received Royal Assent. The Act provides direct support to Canadian workers and businesses, including:
    • additional assistance to families with children and to individuals and families with low and modest incomes;
    • assistance to workers who lose their income as a result of the COVID-19 pandemic;
    • a pause on the repayments of Canada Student Loans;
    • support for provinces and territories with a COVID-19 Response Fund;
    • support for Canadian business through the Business Development Bank of Canada (BDC) and through Export Development Canada (EDC);
    The Government said that these investments build on action already taken to address the outbreak, including the over $1 billion COVID-19 Response Fund and over $500 billion in credit and liquidity support coordinated by the Government, the Bank of Canada, the Office of the Superintendent of Financial Institutions, the Canada Mortgage and Housing Corporation and commercial lenders.
  • On March 27th, the Government of Canada announced additional support for small businesses, including a 75% wage subsidy for qualifying businesses, for up to 3 months, retroactive to March 15, 2020; allowing businesses, including self-employed individuals, to defer all Goods and Services Tax/Harmonized Sales Tax (GST/HST) payments until June; as well as a new Small and Medium-sized Enterprise Loan Guarantee program that will enable up to $40 billion in lending.
  • On March 4th, the Bank of Canada lowered its target for the overnight rate by 50 basis points to 1.25%. On March 13th, the Bank lowered its target for the overnight rate by 50 basis points to 0.75%. On March 27th, the Bank lowered its target for the overnight rate by an additional 50 basis points to 0.25%. The Bank also announced on March 27th that it had launched the Commercial Paper Purchase Program, designed to alleviate strains in short-term funding markets. In addition, the Bank said it will begin acquiring Government of Canada securities in the secondary market, and that purchases will begin with a minimum of $5 billion per week, across the yield curve.
  • On March 23rd, the Government of British Columbia announced its COVID-19 Action Plan, which included $5 billion in income supports, tax relief and direct funding for people, businesses and services.
  • On March 25th, the Government of Ontario released Ontario's Action Plan: Responding to COVID-19 (March 2020 Economic and Fiscal Update), which included $7 billion in additional resources for the health care system and direct support for people and jobs. The Government said it will also make available $10 billion in support for people and businesses through tax and other deferrals to improve their cash flow, protecting jobs and household budgets.

Resources

  • Calgary-based Suncor Energy Inc. announced on March 23rd that its revised capital program is expected to be between $3.9 billion and $4.5 billion, a $1.5 billion or 26% decrease compared to the original 2020 capital guidance midpoint. Suncor said the updated capital spend is concentrated on sustaining capital and continuing with a limited number of low capital intensity, value creating projects.
  • Calgary-based Husky Energy Inc. announced on March 12th that it had revised its 2020 capital guidance to $2.3 billion - $2.5 billion from a previous estimate of $3.2 billion - $3.4 billion. The company said that investment in resource plays and conventional heavy oil projects in Western Canada has been halted, drilling of sustaining pads at all thermal operations has been suspended, and Lloydminster thermal projects scheduled to be delivered beyond 2020 have been deferred and will be reconsidered as market conditions improve. Husky later announced on March 22nd that it will begin a systematic and orderly suspension of major construction activities related to the West White Rose Project.
  • Calgary-based Cenovus Energy Inc. announced on March 9th that it was reducing its 2020 capital spending by approximately 32%, to $0.9 billion-$1.0 billion from $1.3 billion-$1.5 billion, temporarily suspending its crude-by-rail program and deferring final investment decisions on major growth projects. The company said capital originally budgeted to progress potential phase H expansions at both Christina Lake and Foster Creek to sanction-ready status this year has been put on hold, and the majority of the remaining planned capital spend at the company's Deep Basin and Marten Hills operations has been suspended.
  • Calgary-based Pembina Pipeline Corporation announced on March 18th a $900 million to $1.1 billion overall reduction to the Company's 2020 capital spending plans in response to the COVID-19 pandemic and the recent significant decline in global energy prices. Pembina said it had decided to defer some of its previously announced expansion projects to reflect the current market reality, including the Peace Pipeline Phase VII, VIII and IX expansions, the Empress Co-generation Facility, and the Prince Rupert Terminal Expansion.

Manufacturing

  • Montreal-based Bombardier Inc. announced on March 24th that in support of the recent mandates from the Governments of Quebec and Ontario to help slow the spread of the COVID-19 pandemic, it will suspend all non-essential work at most of its Canadian based operations until April 26, 2020, inclusively. The company said the suspension includes Bombardier's aircraft and rail production activities in the provinces of Quebec and Ontario and that employees impacted by these temporary shutdowns will be placed on furlough.

Transportation

  • Montreal-based Air Canada announced on March 18th that it will gradually suspend the majority of its international and U.S. transborder flights by March 31, 2020 in response to decisions by national governments, including Canada and the United States, to close borders and restrict commercial aviation as a result of the COVID-19 crisis. The company said that subject to further government restrictions, the airline intends to continue to serve a small number of international and U.S. trans-border destinations from select Canadian cities after April 1, 2020.
  • Calgary-based WestJet announced that effective March 22, 2020, it was suspending scheduled commercial operations for all international and transborder flights for a 30 day period.

Finance and insurance

  • On March 27th, the Toronto Dominion Bank, RBC Royal Bank, Scotiabank, BMO Bank of Montreal, and CIBC announced they had decreased their Canadian prime lending rate by 50 basis points to 2.45% from 2.95%, effective March 30, 2020.

United States and other international news

  • On March 13th, U.S. President Donald Trump announced that the COVID-19 outbreak in the United States constitutes a national emergency, beginning March 1, 2020.
  • On March 27th, U.S. President Donald Trump signed the USD $2.2 trillion CARES Act, which includes making available direct cash payments to every American citizen earning less than USD $99,000 per year; job retention loans for small businesses; expanded unemployment benefits; support for hard-hit industries; a Disaster Relief Fund; support for doctors, nurses, and hospitals; and support for the development of vaccines, therapies, and other public health response efforts.
  • The U.S. Federal Open Market Committee (FOMC) on March 3rd lowered the target range for the federal funds interest rate by 50 basis points to 1.00% to 1.25%. The FOMC then lowered the target range for the federal funds rate to 0.00% to 0.25% on March 15th. On March 23rd, the FOMC announced it will purchase Treasury securities and agency mortgage-backed securities in the amounts needed to support smooth market functioning and the effective transmission of monetary policy. The FOMC had previously announced it would purchase at least USD $500 billion of Treasury Securities and at least USD $200 billion of mortgage-backed securities.
  • The Reserve Bank of Australia lowered the cash rate by 25 basis points to 0.50% on March 3rd. Subsequently on March 19th, the Reserve Bank Board agreed to a package to support the Australian economy, including (i) a reduction in the cash rate target to 0.25%; (ii) a target for the yield on 3-year Australian Government bonds of around 0.25%, achieved through purchases of Government bonds in the secondary market; (iii) a term funding facility for the banking system, with support for credit to small and medium-sized businesses; and (iv) exchange settlement balances at the Reserve Bank will be remunerated at 10 basis points, rather than zero.
  • The Bank of England's Monetary Policy Committee (MPC) voted on March 10th to lower the Bank Rate by 50 basis points to 0.25% and to maintain the stock of UK government bond purchases, financed by the issuance of central bank reserves, at £435 billion. Subsequently on March 19th, the MPC voted to increase the Bank's holdings of UK government bonds and sterling non-financial investment-grade corporate bonds by £200 billion to a total of £645 billion and to reduce the Bank Rate by 15 basis points to 0.1%.
  • The European Central Bank (ECB) on March 12th decided on a package of monetary policy measures, including (i) additional temporary longer-term refinancing operations (LTROs) to provide immediate liquidity support to the euro area financial system; (ii) more favourable terms to be applied during the period from June 2020 to June 2021 to all TLTRO III operations outstanding; (iii) temporary additional net asset purchases of €120 billion until the end of the year; (iv) the interest rate on the main refinancing operations and the interest rates on the marginal lending facility and the deposit facility will remain unchanged at 0.00%, 0.25% and -0.50% respectively; and (v) reinvestments of the principal payments from maturing securities purchased under the APP. On March 18th, the ECB announced a new temporary asset purchase programme, the €750 billion Pandemic Emergency Purchase Programme (PEPP), with purchases conducted until the end of 2020.
  • The Executive Board of Norway's Norges Bank on March 12thdecided to reduce the policy rate by 50 basis points to 1.00%. Subsequently on March 19th, the Executive Board decided to reduce the policy rate by 75 basis points to 0.25%.
  • The Bank of Japan (BoJ) announced on March 16th that it will continue to apply a -0.1% interest rate to the Policy-Rate Balance in current accounts held by financial institutions at the BoJ. The BoJ also said it would continue to purchase Japanese government bonds (JGB) so that 10-year JGB yields will remain at around zero percent and added that it judged appropriate to enhance monetary easing through (i) the further ample supply of funds by conducting various operations including purchases of JGBs and the U.S. dollar funds-supplying operations, (ii) measures to facilitate corporate financing including the introduction of a new operation, and (iii) active purchases of exchange-traded funds (ETFs) and Japan real estate investment trusts (J-REITs).
  • The Reserve Bank of New Zealand on March 16th lowered the Official Cash Rate, its main policy rate, by 75 basis points to 0.25% and said that the rate will remain at this level for at least the next 12 months. The Bank later announced on March 23rd that it had decided to implement a Large Scale Asset Purchase programme (LSAP) of up to NZD $30 billion of New Zealand government bonds to provide further support to the economy.

Financial Market News

  • West Texas Intermediate crude oil closed at USD $20.48 per barrel on March 31st, down from a closing value of USD $44.76 at the end of February. Western Canadian Select crude oil traded lower in March, declining below USD $10 per barrel during the second half of the month. The Canadian dollar closed at 70.49 cents U.S. on March 31st, down from 74.47 cents U.S. at the end of February. The S&P/TSX composite index closed at 13,378.75 on March 31st, down from a closing value of 16,263.05 at the end of February.

The social and economic impacts of the COVID-19 pandemic have fuelled an extraordinary demand for real-time, high quality data on Canada's people, society and economy. In step with this demand, Statistics Canada hastened its data collection and dissemination of insights on the impacts of COVID-19 on businesses and individuals.

Our partnership with the Public Health Agency of Canada resulted in preliminary data on the number of confirmed COVID-19 cases available to Canadians and researchers. Our COVID-19 – A data perspective web portal facilitated quick access to a variety of information and tools.

Thanks to the rapid deployment of crowdsourcing initiatives, Canadians were able to tell us how COVID-19 is affecting their mental health, their finances, their domestic situation – even their ability to finish school. In partnership with the Canadian Chamber of Commerce, with input from Canadian business owners, the Canadian Survey on Business Conditions reported on factors like revenues, layoffs and payroll, trade and exports, and stimulus support.

Statistics Canada is using its expertise in artificial intelligence and data management to help Health Canada and the Public Health Agency of Canada work closely with the provinces and territories in order to better manage personal protective equipment.

We also delivered new tools that help Canadians tailor the information to their needs. The Canadian Economic Dashboard and COVID-19, a data visualization tool which brings together 16 indicators along with weekly analytical commentary to help monitor the impact of the pandemic on economic activity in Canada. The Canadian Statistical Geospatial Explorer, allows users to find, explore, customize, and export our data in various formats and includes social and economic indicators to help those managing the pandemic better.

We continue to support members of our Research Data Centre with free Real Time Remote Access data and Public Use Microdata Files collection, as well as support other academic research activities.

Statistics Canada's internationally-renowned statistical expertise – proven methodology, innovative survey design, data analytics and stewardship – coupled with timely, high quality data is critical as we begin to navigate a path to recovery. A recovery that will also require the creation of new collaborations and a bolstered whole-of-government approach.

  • COVID-19 mortality among racialized populations in Canada and its association with income

    This study explores the 2020 COVID-19 mortality among racialized populations in Canada and its association with income. The results are based on the Canadian Census Health and Environmental Cohort (CanCHEC) which combined the long-form 2016 Census with Canadian Vital Statistics- Death Database from 2016-2020.

Why do we conduct this survey?

This survey is conducted by Statistics Canada in order to collect the necessary information to support the Integrated Business Statistics Program (IBSP). This program combines various survey and administrative data to develop comprehensive measures of the Canadian economy.

The statistical information from the IBSP serves many purposes, including:

  • calculating each province and territory's fair share of federal-provincial transfer payments for health, education and social programs
  • establishing government programs to assist businesses
  • assisting the business community in negotiating contracts and collective agreements
  • supporting the government in making informed decisions about fiscal, monetary and foreign exchange policies
  • indexing social benefit programs and determining tax brackets
  • enabling academics and economists to analyze the economic performance of Canadian industries and to better understand rapidly evolving business environments.

Why do we conduct this survey?

This survey is conducted by Statistics Canada in order to collect the necessary information to support the Integrated Business Statistics Program (IBSP). This program combines various survey and administrative data to develop comprehensive measures of the Canadian economy. 

The statistical information from the IBSP serves many purposes, including:

  • calculating each province and territory's fair share of federal-provincial transfer payments for health, education and social programs
  • establishing government programs to assist businesses
  • assisting the business community in negotiating contracts and collective agreements
  • supporting the government in making informed decisions about fiscal, monetary and foreign exchange policies
  • indexing social benefit programs and determining tax brackets
  • enabling academics and economists to analyze the economic performance of Canadian industries and to better understand rapidly evolving business environments.

Data Collection: 2014/2015 to 2018/2019

History and background

The Elementary–Secondary Education Survey (ESES) began in 2003 as a Statistics Canada pilot project known as the Elementary–Secondary Education Statistics Project (ESESP). The ESESP survey content originated from three tables that were originally part of a survey sent out each year to all provinces and territories by the British Columbia Ministry of Education. Following formal consultation with all provinces, territories and data users, Statistics Canada introduced seven new tables to collect additional data. The project's goals were to collect expenditures data for elementary and secondary public schools, and to replace several surveys that were collecting data on enrolments, graduates, and educators: the Elementary/Secondary School Enrolment Survey; the Secondary School Graduate Survey; and the Elementary–Secondary Education Staff Survey. Although the ESESP collected expenditure data, the Survey of Uniform Financial System – School Boards survey (SUFSB, record number 3119) remained active.

In January 2010, the ESESP was renamed the Elementary–Secondary Education Survey to symbolize the change from a pilot project to a Statistics Canada ongoing core survey. The main objectives of the collection tool remained: to produce relevant, comparable and timely statistics, and to reduce the respondent burden on educational organizations and school principals.

Statistics Canada maintains a close relationship with the Canadian Education Statistics Council (CESC), particularly its Strategic Management Committee (SMC), and seeks its ongoing advice and guidance on the survey. The CESC is a partnership between the Council of Ministers of Education, Canada (CMEC) and Statistics Canada. It was established in 1989 to improve the quality and comparability of Canadian education data and to provide information that can inform policy development in education. The CESC also produces two sets of education indicators, Education Indicators in Canada: Report of the Pan-Canadian Education Indicators Program (Statistics Canada catalogue number 81-582-X) and Education Indicators in Canada: An International Perspective (catalogue number 81-604-X), for policy makers, practitioners, and the general public to monitor the performance of education systems, across jurisdictions and over time.

Changes in data collection

The ESES is an annual survey of administrative data that focuses primarily on public schools. It collects aggregate data from the provincial/territorial ministries or departments of education. Information on enrolments and graduates is reported by type of program and by age and sex, and enrolments are also reported by grade and sex. In addition, the ESES collects information pertaining to full- and part-time educators.

Private school data collection: In the summer of 2010, Statistics Canada conducted a jurisdictional review and was able to ascertain that data for enrolments by grade and by age, enrolments in official languages programs, and counts of graduates and educators could also be provided for private schools. Therefore, in January 2011, Statistics Canada began collecting private school data (2009/2010 reference period).

Home-schooling data collection: In the summer of 2011, Statistics Canada conducted another jurisdictional review and was able to ascertain that data for enrolments by grade and by age could also be provided for home-schooling. Therefore, in January 2012, Statistics Canada began collecting home-schooling data (2010/2011 reference period).

General definitions

In order to obtain consistent counts of students, graduates, educators, and expenditures across provinces and territories, it is important that respondents use common definitions.

Ministry/Department of Education: There is no federal department of education and no integrated national system of education in Canada. Ministries or departments of education in Canada's 10 provinces and 3 territories are responsible for the organization, delivery and assessment of education at the elementary and secondary levels.

School boards/districts: Local governance of education is usually entrusted to school boards, school districts, school divisions or district education councils/authorities (the terminology used varies by province/territory). The power delegated to these local authorities, whose members are typically appointed or elected by public ballot, is at the discretion of the provincial and territorial governments and generally consists of the operation and administration (including financial) of the group of schools within their board, district or division, curriculum implementation, responsibility for personnel, enrolment of students, and initiation of proposals for new construction or other major capital expenditures.

The tables explained: ESES financial data

Table 1, Expenditures: The information in the expenditures table (tab 1PubExpenditures) is collected primarily for use by the finance section at the Centre for Education Statistics, where the data form an input into the consolidated revenue and expenditure figures for public elementary–secondary education. The ESES financial data are compared with and validated against other sources of financial data such as provincial/territorial public accounts and school board financial statements.

School board/district expenditures: Include all expenditures (operating and capital) paid directly by district school boards.

Ministry/Department of Education expenditures: Include all expenditures (operating and capital) paid on behalf of district school boards by Ministries/Departments of Education or any other entities responsible for education.

Other provincial/territorial government or agency expenditures: Include all expenditures (operating and capital) incurred by other provincial/territorial departments or agencies such as Ministry of Finance, Ministry of Transport, etc. Do not include expenses paid on behalf of school districts by Ministries of Education.

Expenditures should be reported by fiscal year.

Include expenditures for programs in elementary and secondary public schools.

Do not include the following expenditure:

  • federal expenditures (e.g., schools operated by Indigenous Services Canada or National Defence, or federal programs such as Canadian Heritage official languages programs, Employment and Social Development Canada programs, Global Affairs Canada programs, and social [health and welfare] programs);
  • those for private schools;
  • those related to programs at the postsecondary level;

1.1 School boards and districts

Educator remuneration:

Row 1: Salaries, wages and allowances
Salaries and wages are the remuneration to educators for services rendered. Include teachers, school administrators, such as principals and vice-principals; and other professional non-teaching staff, such as guidance counselors and librarians as well as pedagogical support personnel.

Allowances are payments made in addition to salaries/wages to compensate for isolation, additional administrative duties or other responsibilities and other similar costs. Include sick leave payments, maternity leave, and other approved leave. Do not include ad hoc allowances for travel and accommodation (include in "Row 6: Other operating expenditures") and payments of superannuation or pension premiums on behalf of the educator.

Row 2: Fringe benefits – except employer contributions to the Canada and Quebec pension plans
Includes payment on behalf of the educator for Employment Insurance premiums, life insurance plans, health, dental and drug plans, vision care plans, workers' compensation plans, disability insurance plans, termination and early retirement gratuities, private use of institution's goods and services, employee discounts, professional fees related to professional development, payments to government work safety agencies, purchase and maintenance of clothing, moving fees, employee counseling services, union duties leave, annuity funds, paid recognition for years of service, paid holidays, trips, jury duty pay, employee parking lot fees, and board-sponsored recreation or paid memberships.

Educator pension plans:

Row 3: Employer contributions to Canada and Quebec pension plans
Includes all employer contributions to the Canada and Quebec pension plans.

Row 4: Contributions to other pension plans
Includes contributions to any other types of pension plans.

Row 5: Periodic contributions to rectify actuarial deficiencies
Adjustments made during the current year to ensure that the funds required are available, which are actuarial liability adjustments made to current service payments to reduce or eliminate the debt.

Other operating expenditures:

Row 6: Other operating expenditures
Include salary and non-salary costs related to business administration, instruction, educational services, food services, school facilities services, school transportation and any other expenditure related to the provision of services in the public school system. Do not include interest on debt services.

Row 7: Total operating expenditures
The sum of rows 1 to 6.

Capital expenditures:

Row 8: Capital expenditures
Include acquisitions of physical assets of a fixed or permanent nature with a useful life of more than one operating year. Include expenditures of an annual or cyclical nature for capital-lease and leasehold improvement (e.g., major repairs and upgrades to school and board buildings, new school and board furniture equipment and vehicles). Do not include expenditures for non-major repairs and maintenance designated as "plant operation" under "Row 6: Other operating expenditures".

Note that all capital expenditures must be reported with the historical cost in the year of the initial expenditure. If the capital expenditures are "amortized" during their useful life, they should be converted to the historical cost and reported to the year of the initial cost in order to insure the comparability of data between provinces and territories.

Row 9: Interest on debt services
Include the interest on loans and advances, bonds, debentures and mortgages, other debt charges such as bank service charges and other charges pertaining to the servicing of the public debt.

Row 10: Total capital expenditures
The sum of rows 8 and 9.

The tables explained: ESES public, private and home-schooling data

The ESES is an annual survey of administrative data that focuses primarily on public schools. It also collects some information pertaining to private/independent schools, as well as home-schooling.

Public schools: Public schools are publicly funded elementary and secondary schools that are operated by school boards or the province or territory. They include all regular public schools as well as provincial reformatory or custodial schools, and other schools that are recognized and funded by the province or territory.

Private/Independent schools: Parents can choose to send their children to private/independent schools, which typically offer a curriculum similar to that provided by public schools, in a similarly structured way. Private/Independent schools encompass elementary and secondary schools that are operated, managed and administered by private individuals and/or groups (e.g., a church, a trade union or a business enterprise, or a foreign or international agency) or that have a governing board that exercises powers similar to those of a board of education and consists mostly of members not selected by a public agency.

The extent to which an institution receives funding from public or private sources does not determine its classification as a public or private school. Privately managed schools may be subject to some regulation or control by public authorities, but these institutions are nevertheless classified as private, provided that they are ultimately subject to private control. Public regulation may extend to areas such as curriculum, staffing appointments, admissions policies, and other matters.

The ESES does not distinguish between government-dependent private and independent private institutions.

Home-schooling: Home-schooling is an alternative method of learning that takes place outside the public or private school environment. Parents choosing home-schooling have the primary responsibility of managing, delivering and supervising their children's courses and programs of learning. Although home-schooling students may be associated with a public or private/independent school, the enrolment counts for home-schooling should be reported separately.

Public school enrolment

Public school enrolment is the number of students (headcount) enrolled in publicly funded schools operated by school boards or the province/territory in September (or as close as possible thereafter) of the school year.

Students in a specific elementary/secondary grade (graded) should be reported in the appropriate grade. If a student is not considered to be in a specific elementary/secondary grade because he/she is taking different subjects at a number of levels, report the student as ungraded.

Include other, non-standard, enrolments such as those for students receiving educational services (if recognized by the province/territory) and for schools and/or school boards that receive funding in a unique manner. They may be non-graduates who are taking only a few courses required to complete graduation; for example, a student who is enrolled in only 25% of a "regular" course load and for whom the school or school district receives only 25% of the usual funding. Note: This category may not apply to some provinces or territories.

Do not include students enrolled in: programs or schools outside the regular system; home-schooling programs; private/independent schools; or schools that are financed by federal departments (e.g., Indigenous Services Canada or the Department of National Defence).

Report the number of students enrolled in general training programs geared toward and offered primarily to similarly aged young people. Although the majority of enrolments in this category will likely be for school-aged children and youth, some adults may be enrolled.

The full-time equivalent (FTE) rate represents the fraction of time spent in a classroom and for which the students are funded. Two different counts are captured for educators:

  • the number of full-time and part-time educators (headcounts), by age group and sex (Table 7.1); and
  • the number of full-time equivalent (FTE) educators, by category and sex (Table 7.2).

In both cases, report the number of educators on September 30 (or as close as possible thereafter) of the school year. Educators is a broad category that comprises teachers, school administrators, and pedagogical support.

  • Teachers are personnel who provide direct instruction to students, either in a group or on a one-on-one basis. Include:
    • classroom teachers, special education teachers, and other specialists such as music or physical education teachers;
    • other teachers who work with a group, or groups, of students in a classroom, in small groups in a resource room, or one-on-one inside or outside a regular classroom;
    • chairpersons of departments or other administrators/managers who spend the majority of their time teaching; and
    • personnel temporarily not at work (e.g., for reasons of illness or injury, maternity or parental leave, holiday or vacation)

Do not include substitute or supply teachers and unpaid instructional personnel such as student teachers.

  • School administrators are personnel who are responsible for the organization, administration and management of the school. Include principals, vice-principals, and other management staff with similar responsibilities who do not spend the majority of their time teaching. Do not include those who are in higher level management or receptionists, secretaries, clerks and other staff who support the administrative activities of the school.
  • Pedagogical support includes professional non-teaching personnel who provide services to students to support their educational programs. Include, for example, educational assistants, paid teacher's aides, guidance counselors and librarians. Do not include those in health and social support roles who are not educators (e.g., school nurses, school psychologists).

An educator headcount is defined as the number of educators on September 30 (or as close as possible thereafter) of the school year who are responsible for providing services to the students reported in the enrolment tables (tab 2APubEnrolGradeSex and tab 2BPubEnrolAgeSex). The numbers of full- and part-time educators reported in Table 7.1 will be summed to obtain the total number of educators.

Definitions

What are Capital Expenditures?

Capital Expenditures are the gross expenditures on fixed assets for use in the operations of your organization or for lease or rent to others. Gross expenditures are expenditures before deducting proceeds from disposals, and credits (capital grants, donations, government assistance and investment tax credits).

Fixed assets are also known as capital assets or property, plant and equipment. They are items with a useful life of more than one year and are not purchased for resale but rather for use in the entity's production of goods and services.

Examples are buildings, vehicles, leasehold improvements, furniture and fixtures, machinery, and computer software.

Include:

  • Cost of all buildings, engineering structures, machinery and equipment which normally have a life of more than one year and are charged to fixed asset accounts
  • Modifications and major renovations
  • Capital costs such as feasibility studies, architectural, legal, installation and engineering fees
  • Subsidies used to fund capital expenditures
  • Capitalized interest charges on loans with which capital projects are financed
  • Work done by own labour force
  • Additions to capital work in progress

Exclude:

  • business acquisitions
  • transfers and write offs

How to Treat Leases

Include:

  • Fixed assets acquired as a lessee through either a capital or financial lease;
  • Fixed assets acquired for lease to others as an operating lease.

Exclude:

  • assets acquired for lease to others, either as a capital or financial lease.

Operating lease: The lessor bears the risk of ownership and retains a significant "residual" economic interest in the leased property. The lessee has the right to temporary use of the property, for a term shorter than the economic life of the property, in exchange for regular payments. At the end of the lease, the lessee has the option of purchasing the property at fair market value.

Capital or financial lease: These leases are similar in that the lessor in effect finances the "purchase" of the leased property by the lessee and retains a security interest in the leased property. The lessee retains the leased property for substantially all of its economic life. Usually, at the end of the rental period, he has the option to buy the property at a reduced price.

Land: Capital expenditures for land must include all costs associated with the purchase of land that is not amortized. Improvements to land are to be reported under "Non-residential construction".

Work in Progress: Work in progress represents the costs accumulated since the start of capital projects and which are intended to be capitalized upon completion.

If a major project has been launched or an existing project has been expanded, please indicate the nature, location and, if applicable, the name (s) of the project in the comment section of the questionnaire.

Type of activity (function): The type of activity refers to the function (the economic or social goal or purpose) of capital and repair expenditures incurred during the year. It is the service for others that it serves to support and not its internal

Examples:

A capital expense for the acquisition of office furniture for a hospital.

The function of this acquisition is hospital services.

A capital expense for the construction of a waste disposal facility at a school for its own use.

The function of this expense is teaching.

Residential Construction:

A building or residential building refers to a building used or intended for residential purposes on a permanent or non-permanent basis. Residential buildings normally provide self-contained bathroom and kitchen units to the occupants of each dwelling.

A building for which the majority of housing units have a shared bathroom and kitchen is classified as non-residential.

Include capital expenditures incurred during the reporting period for residential construction (contract or by your own employees).

Include the residential portion of multipurpose complexes and townsites.

Exclude buildings that have dwellings without bathrooms or self-contained or exclusive-use kitchens (e.g, some student or senior residences, short-term shelters), or service-related expenses.

Affordable Housing: Include government-subsidized rental housing. Exclude short-term shelters and single-use, non-bathroom, self-contained dwellings and service-related expenses (these are reported under non-residential construction).

Non-Residential Construction:

This group includes non-residential buildings (buildings). A non-residential building or building refers to a construction that is used or intended for non-residential purposes, namely for industrial, commercial or institutional purposes, including the provision of services. Include capital expenditures incurred during the reporting period for non-residential buildings and engineering works (on a contract basis and / or by your own employees) whether for your own use or lease.

A building for which housing units have a shared bathroom and kitchen is classified under this group. Building structures should be classified as an asset according to their main use, unless it is a multipurpose structure in which we would like you to separate the components. The cost of any machinery or equipment that is an integral or integrated part of the structure (elevators, heating equipment, sprinkler systems, environmental control systems, intercom systems, etc.) must be declared as part of the structure this structure and the landscaping and associated parking lots.

Include:

  • Manufacturing plants, warehouses, office buildings, shopping centres, etc.;
  • Roads, bridges, sewers, electric power lines, underground cables, etc.;
  • The cost of demolition of buildings, land servicing and site preparation;
  • Leasehold and land improvements.
  • Additions to work in progress;
  • Town site facilities such as streets, sewers, stores and schools;
  • Buildings that have accommodation units without self-contained or exclusive use of bathroom and kitchen facilities (e.g., some student and senior citizen residences) and associated expenditures on services;
  • All preconstruction planning and design costs such as engineer and consulting fees and any materials supplied to construction contractors for installation, etc.

Machinery and Equipment

Capital expenditures incurred during the reporting period for machinery and equipment, whether for your own use or for lease or rent to others. Machinery and equipment are generally housed in structures and can be removed or replaced without significantly altering the structure.

Include:

  • Automobiles, trucks, professional and scientific equipment, office and store furniture and appliances;
  • Computers (hardware only), broadcasting, telecommunications and other information and communication technologies equipment;
  • Motors, generators, transformers;
  • Any capitalized tooling expenses;
  • Acquisitions to work in progress;
  • Progress payments paid out before delivery in the year in which such payments are made;
  • Any balance owing or holdbacks should be reported in the year the cost is incurred.

New Capital Assets: Enter new capital expenditures, including the portion of work in progress for the current year. Include imports of used capital assets as they represent newly acquired assets for the Canadian economy.

Canadian Used Capital Assets: Our survey is designed to measure separately the acquisitions of new and used capital assets across the Canadian economy. The acquisition of used capital does not increase the total capital stock, but simply transfers it to the Canadian economy. Indicate the acquisition of used assets separately in this column.

Renovation, Refurbishment, Refurbishment or Refurbishment, Restoration: Indicate capital expenditures for improvements, renovations, repairs, refurbishments, overhauls, or restoration. Exclude routine repair or maintenance expenses.

Non-Capitalized Repair and Maintenance expenses

This refers to the repair and maintenance of property as opposed to the acquisition or renovation of capital assets.

Non-capitalized repair and maintenance expenditures are that portion of current or operating expenditures charged against revenue in the year incurred and made for the purpose of keeping the stock of fixed assets in good working condition during the life originally intended.

Repair and maintenance allow such fixed assets to operate at output producing capacity during the asset life without undue amounts of down time (preventive function). A second purpose is the returning of any portion of the stock of fixed assets into a state of good working condition after any malfunctioning or reduced efficiency for whatever reason (curative function) short of replacement of such fixed assets or adding significantly to their life or productive efficiency.

Maintenance expenditures on buildings and other structures may include the routine care of assets such as janitorial services, snow removal and/or salting and sanding by the firm's own employees or persons outside the firm's employ.

Maintenance expenditures on machinery and equipment may include oil change and lubrication of vehicles and machinery.

Include:

  • the gross value of non-capitalized repairs and maintenance expenditures on non-residential buildings, other construction or machinery and equipment;
  • the value of repairs made by your own workforce, as well as payments to outside repairers;
  • building maintenance services: janitorial services, snow removal, abrasive application, etc. ;
  • maintenance of equipment: oil changes and lubrication of vehicles or other machinery, etc.

Source of funding breakdown - Internal costs

Sources of funding for capital expenditures include grants, donations, credit and venture capital from external sources, as well as internal funding.

Value of the work performed by the business on its own account: These expenses include the value of all materials and equipment provided without charge to contractors, all architectural, engineering and consulting fees and those paid for other similar services.

Internal costs of construction or development (such as equipment and labor): which are capitalized in the cost of assets (such as installation by own employees or assembly of fixed assets, personnel systems and software development). Include all materials and supplies provided free of charge to contractors and all fees for architects, engineers and consultants and services.

Include all materials and supplies provided free to contractors and all architects, engineering and consultants fees and similar services.

Salaries and wages: Indicate the total value of salaries and wages paid to your employees. Wages and salaries are gross earnings before deductions, such as income taxes; they include incentive and vacation pay, but exclude benefits.

Materials and Supplies: Report the total cost of materials and supplies used by your employees and those provided free of charge to contractors for reported expenses.

Other Expenses: Other expenses include, for example, insurance premiums, electricity and telephone costs, and applicable architects, lawyers and engineers fees, if applicable the declared expenditure.

Disposal and sale of fixed assets

Selling price: Indicate the total value of the sale of the fixed assets that you sold or sold, even if you gave them in exchange for a credit for the acquisition or purchase of new fixed assets. When land and buildings are sold together, report separately the sale price of the land, along with other land sales.

Gross book value: This value must represent the total capital expenditures for a property at the time of construction or initial purchase or since that time, including all subsequent capital expenditures for retrofit, expansion, etc. Subsidies should not be subtracted.

Age: Indicate the age of the assets at the time of their disposition.

If you have sold or sold similar fixed assets with different working ages, report these separately or combine the data and provide a weighted average age of these assets.

Environmental protection and resource management expenditures

These questions cover the capital and repair expenditures made by this organization in order to prevent, reduce or eliminate pollution and other forms of degradation of the environment while performing your production activity, i.e., within your organization. Expenditures made to restore the environment from a degraded state are included. It can also be expenditures made for resource management activities which result in the more efficient use of natural resources, thus safeguarding against their depletion or the use of goods that have been adapted to be significantly less energy or resource intensive than the industry standard. This includes expenditures that this specific operation incurred for pollution prevention and abatement and control. Exclude expenditures made to improve employee health, workplace safety, and site beautification. Please report all environmental protection or resource management expenditures whether or not they are in response to current or anticipated Canadian or international regulations, conventions or voluntary agreements.

Enter capital expenditures for each of the following environment protection or resources management activities.

a. Solid waste management: Capital expenditures related to non-hazardous and hazardous solid waste collection, transport, treatment, storage, disposal, recycling, and composting, and activities related to measurement, control, and laboratories. Exclude capital expenditures on sewage or wastewater management, and treatment of high-level radioactive waste.

b. Wastewater management: Capital expenditures related to prevention of wastewater through in-process modifications, wastewater treatment (including pollution abatement and control (end-of-pipe) processes), management of substances released to surface waters, municipal sewer systems, soil, or underground. Include capital expenditures related to treatment of cooling water for disposal, installation of sewage infrastructure, expenditures related to the use, collection, treatment and disposal of sewage (including septic tanks), and activities related to measurement, control, and laboratories. Exclude expenditures on the protection of groundwater from pollutant infiltration and the cleaning up of soil and water bodies after pollution.

c. Air pollution management: Capital expenditures related to air pollution prevention (i.e., the elimination of pollution at the source) and air pollution abatement and control (i.e., end-of-pipe processes), including monitoring. For example, scrubbers, air and off-gas treatments, low emitting burners, leak detection technologies. Exclude heat or energy savings and management, the purchase or lease of fuel efficient vehicles and equipment, the production of renewable or clean energy, the purchase of biofuels, biochemicals or biomaterials, and the purchase of carbon offset credits and carbon taxes.

d. Protection and remediation of soil, groundwater and surface water: Capital expenditures for the prevention of pollution infiltration, cleaning up of soil and water bodies, protection of soil from erosion, salinization and physical degradation, monitoring, and site reclamation and decommissioning. Include decommissioning expenditures incurred in the 2019 fiscal year even if the site closed before this period. Exclude capital expenditures on wastewater management.

e. Protection of biodiversity and habitat: Capital expenditures related to protecting wildlife and habitat from the effects of economic activity and to restoring wildlife or habitat that has been adversely affected by such activity, including monitoring.

f. Noise and vibration abatement: Capital expenditures related to the control, reduction and abatement of industrial and transport noise and vibration related to the activities of this organization. Exclude the abatement of noise and vibration for the purpose of workplace protection.

g. Protection against radiation: Capital expenditures for the reduction or elimination of the negative consequences of high-level radiation, including the handling, transportation and treatment of high-level radioactive waste – that is, waste that requires shielding during normal handling and transportation because of its high radionuclide content. Exclude the management of low-level radioactive waste, and the protection against radiation for the purpose of workplace protection.

h. Other environmental protection activities: Capital expenditures related to other initiatives not listed above. Report imputed interest on funds held in trust against future environmental liabilities. Exclude capital expenditures related to research and development, to heat or energy savings and management, the purchase or lease of fuel efficient vehicles and transportation goods, the production of renewable or clean energy, and the purchase of biofuels, biochemicals or biomaterials.

i. Heat or energy savings and management: Capital expenditures related to minimizing the intake of energy through in-process modifications as well as the minimisation of heat and energy losses. This includes in-process modifications, insulation activities, energy recovery, monitoring related to energy saving, and lighting upgrades.

j. Fuel efficient vehicles and transportation goods or technologies: Capital expenditures related to the purchase or the lease of electric and hybrid vehicles, vehicles using alternative fuels, alternative fuel retrofits on existing vehicles, and low-rolling resistance tires.

k. Production of nuclear energy: Capital expenditures related to the production of nuclear power.

l. Production of energy from renewable sources: Capital expenditures related to the production of electricity or heat from renewable sources. For example, wind, geothermal, hydro, solar, and waste to energy.

Drivers and obstacles: Drivers or obstacles to the adoption of new or significantly improved clean technologies, systems or equipment for the establishment.

Required Information

This questionnaire is broken up into 6 sections. Below you will find information on the data required to complete each section of the electronic questionnaire. This guide is meant as a resource so that you may gather the necessary information prior to completing the electronic questionnaire.

1) For the fiscal year, you will need to provide the organizations total capital and repair expenditures in (CAN$ '000) for the following:

  • Gross capital expenditures, excluding land
  • Non-capitalized repair and maintenance expenditures
  • Land

As well as providethe total cost of capitalized work in progress (building, other construction, equipment and tools, software) at the end of the reporting period. Note: These capital costs must also be reported as capital expenditures in the year in which they occurred (addition to work in progress for the reporting period).

2) The identification of the functions (the economic or social purpose or purpose) of capital and reparations expenditures incurred during the year and the identification of the assets that were acquired during the year for each function. For each asset shown, expenses are collected as follows:

  1. New Acquisitions and additions (including usedcapital assets imported)
  2. Acquisitions of used assets (excluding imports)
  3. Refurbishment and renovations
  4. Expected useful life (years).

3) Source of funding for the total capital expenditures by function. The sources of funding requested are the subsidies, grants and contributions received from each level of government, as well as all other sources combined.

  1. Grants, subsidies and contributions from municipal, local or regional governments
  2. Grants, subsidies and contributions from provincial or territorial governments
  3. Grants, subsidies and contributions from the federal government
  4. Private, internal and other sources of funding - Include internal funds and funds from sales of goods and services (including user fees), private donations, and developers’ contributions

4) Non-capitalized repair and maintenance expenditures by function. Report the part of operating costs that are incurred to maintain the intended use of non-residential tangible assets (buildings, machinery, computers, etc.). Capital expenditures are excluded.

5) Identification of internal costs capitalized (work performed by the organization’s own labour force). Breakdown of expenditures on own account work (internal work) by salaries and wages, material and supplies and other charges for:

  1. New non-residential construction including renovation and retrofit
  2. Non-capitalized construction repair and maintenance expenses
  3. New machinery and equipment including renovation and retrofit
  4. Software development capital expenditures
